Then that sounds like the solenoid is working as it should. Either have a poor connection at the controller B+ terminal, or have a bad cable possibly from solenoid to B+.
Your pic above shows the cable from solenoid to B+ is on top, switch that one so it’s on the bottom directly in contact with the controller terminal, and put you cable to the contactor on top of that.
With the contactor cable on the bottom it may be sitting crooked against the terminal and not making good contact.

A1 and A2 will show power when the pack is hooked up. The controller limits power on the negative side of the motor. B+ power is available to the motor at all times.

Do you have the rear wheels of the cart jacked up off the ground? If not, get them off the ground before going any further so the cart doesn’t decide to run off at full speed if something is hooked up wrong.

By placing both cables on the solenoid as you have directed, we now have forward and reverse. Now that we have diagnosed the issue what is actually wrong with it?

It appears the solenoid is faulty. Take the cap off of it and see if the contact bridge is moving down and actually making contact when it clicks.
Also now can you verify the there is 48v between the 2 small posts on the solenoid when the solenoid clicks?

ScottyB, does that throttle pedal use a 48v input? And outputs a 0-5v signal?

So when we take the top off we are doing the same step of placing the two large cables on one side and depressing the throttle? This is the new solenoid that we just purchased.

Yes and yes, thank you for your help.
I'm deep into my secret squirrel project today.
This morning I had to remove at body from an 80's cart to progress. That's hard on an old guy
