Ok so bad news for me I guess....

Check all wires and connections again I have all the correct voltage on the wires. Looks like it is my controller.

Is it possible to upgrade the controller with a stock motor? Or do I need to upgrade both at the same time?

You can do it. The output of the Alltrax XCT controller is easily adjustable via the Alltrax Toolkit software. The maximum power output needs to be turned down to 300 AMP max for the factory GE motor that your cart should be equipped with. You can get a 400 or a 500 amp controller now, detune it, and turn it back up later once you put another motor in it. Make sure to upgrade the solenoid and all of the power cables at this time as well.

Did the install tonight. Took a little longer then i thought but still only a couple of hours. We dropped the axle to get more room and made it easier to get the motor off.

Any idea what would have melter the controller like that?

If the cart was still running, my guess is corrosion on the connections. Resistance equals heat.
