Default Solenoid custs out at low speed

So i just purchased a 2005 club car precedent. If you barely press the pedal and creep the solenoid cuts out after a second or so, forward and reverse, and you need to let off the pedal and press it down to go again. Under moderate or full pedal it doesnt cut out. Only while creeping. like trying to reverse slow and not hit anything.

I have done the "push test" for the speed sensor. if i push it it takes a few feet but you can feel resistance and the carts starts to beep.
