FWIW:
The surface of one of the paths I often use is something akin to poorly laid cobble stones.
Not any big bumps, but a lot of small ones, so there's a lot of vibration and the screws holding the bracket to the roof kept coming out.
I ended up using epoxy and pop-rivets.

The mirror still shakes, but you could tow the cart with the brackets (If the roof supports were strong enough)

I use self drilling truss head 1/2" Phillips screws and mount to the front hoop

The bouncing around made me think these screws might come out, so I drilled all the way through the bar, and installed one 1 1/4 bolt per side. Doesn't interfere with my windshield.

I first bent the brackets to install on the roof bar, then bent them back and installed to the plastic roof.

That roof had too much slope for my liking.... so this was my solution.
