Default 2009 yamaha gas

a 2009 Yamaha gas cart,he is having to push it most of the time to start it and I looked at it yesterday and there is a lot of play in the drive belt,should he just replace the belt?,ive read a few places that ther were some problems with the clutches,any suggestion..
