Default Help with rpm on a Honda engine 13hp

I have a 13 hp engine it does not idle slow enough to change gears while motor is on. How can I or can I reduce rpms so I can change gears while motor is on

There should be an idle speed adjustment screw on the carb- usually they are set up as an adjustable stop that keeps the throttle plate from closing completely.

Yeah I know this one, but it does not adjust it low enough to put in forward and reverse while in operation. because it idles higher I have to shut it off to change. I wanting to know if some how you can adjust the governor springs or what I can do to get a low idle.

Im not the best mechanic but I can figure it out. How do you unhook the gov.and still make it run right. Thanks for your input.. I adjusted the springs a little and it helps but enough

mine has the gov arm still in place,,with the strong spring that keeps the arm still ,still on the block..just diconect the linkage from the carb where it hooks to the arms...mine runs great, even tho its mounted on my bench for now..
the belt on the clutch,if too tight maybe thats not letting it idle corectly?

If you loosen the idle screw, can you push the throttle closed by hand and get the engine idle really slowly? If so, it sounds like you need a stronger throttle return spring.

Rather than replacing the current spring, just add another small spring to the system that acts to close the throttle.
