TXT Carb issues

Hello. Gotten some great info from the forum so far. Helping a friend get his cart in order after a mess was made of it. Everything going along good until i noticed a broken part on the top of the carb.

Its a 2005 (i think) with the 295cc engine. There a black platic part on the top of the carb that can turn a little bit. It has a spring under it aswell. It has broken off flush with the carb body. I can see the part in pics but it has no listing? I am figuring its time for a new carb?

Its running really rich by the looks of things the plugs are good and black. The maintenace seems to have not been kept up. Both belts were shot aswell.
