Thanks for posting the photo. What is the round circle that the nut is sitting on? I think I may be missing that piece. Is it connected to the overall steering wheel... or is it a separate bushing / spacer that can be moved?

On my steering wheel... I just see the bolt threads sticking up ~1.5". So I can see alot more of the bolt than in your picture.

I didn't take a picture when I was last at the cart -- otherwise I would post a picture myself.

it is the steering wheel its self .. no spacer just the plastic wheel

hmmm, I'm wondering if the steering shaft isn't pulling up, maybe the trouble is at the other end?

Looks like a bolt pinches the shaft to hold it tight on the other end? (if that's the end the shaft goes into)

Consider yourself lucky. Most people have a really hard time getting their steering wheels off! My CC took a lot of pounding to get off. Lol!
