Default Slight pop and backfire at low speed...

...especially when going slow around objects, trees etc. At constant speed no problems.

It's a 2003 with fresh 91, can of sea foam, just completely tuned. I only bought it a few weeks ago and it did it then too, but the owner said that it was a trade off for the governor being tweaked fairly aggressively. I thought maybe a tune and fresh fuel would help, but no luck.

Is this a symptom of the governor mod? It will do 45 kph (28 mph)

Maybe jet is plugged or needs to be jetted properly.

At slow speed the governor is not at play...
What is at play when any engine is backfiring:
(1) Timing both ignition as well as valve timing.
(2) Air or vacuum leak in the intake tract.
(3) Exhaust leak nearest the head.

If it's just when your driving it slow around things and on and off the throttle it sounds like there's a good chance it may be running lean!

So, make sure the air box is sealed as it should be. Then I'd look at removing, cleaning good and checking the carb. You may have a jetting problem.
