Ya'll are right...it's not a choke. It IS a fuel injected cart. I think it's the governor.

lol that makes more sense, the governor was stuck huh?? hmm can't say i've encountered that very much on a g29

Problem diagnosed. The cable from the gas pedal to the linkage above the rearend is broken. I pulled on it, and it came right out. That's why it would run with the governor tied open. The switch on the pedal makes the starter work, but the broken cable wouldn't open the governor.

The only time I have seen the cable break on such a new cart is because someone jacked with the cable in an effort to make the cart faster. Make sure the cable is properly adjusted.
