When I unplugged the sensor the speed shot right back up and I was able to hit 27 on flat ground. It was still surging though.

Well, the surging is common for a yamaha with inoperable speed sensor. I'd say probe the green/white wire and do the test. (Push cart slowly & check for a 5v B+ "pulse").

So I probed the green/white and the negative from the harness and it stayed at a constant 4.9v while I slowly rolled it. But it was at 4.9 before I even rolled it.

It’s just weird. It gets to 16 mpg pretty quick and then it is like it plateaus and it sounds like it shifted from 3rd to 6th gear to just coast.

Speed sensor doesnt seem to be working. Pull sensor off motor, & check to see if magnet is attached to motor correctly.

Next check, see if the Green/white wire is still 5v B+ when its nowhere near the motor magnet. If so, bad speed sensor. If not, try moving any regular magnet around in there to see if you can cause the Green/white wire to turn on & off, with a working speed sensor, you should be able to.

These tests are to be performed with sensor plugged in, tow/run switch ON, and brake pedal locked.

It reads .5v with the sensor off the magnet. And I am able to get it to 5v with a different magnet close to the sensor and I can hear the solenoid clicking on and off.

I just got off of the phone with an FSIP tech and he thinks the stock controller is holding me back or bad battery pack. My batteries are 2 weeks old and my voltage drop under load is very minimal so I don’t think it’s that.
