now that I look at my picture, fuel can't pump up that arch of a hose will it?

In your pic, it's an adjuster though I'm sure you knew that. If you're going to try it out don't ever go more than a quarter turn at a time between testing it out. I'm not sure what it adjusts exactly. It might be idle mixture, it might be low speed fuel/air, it might be high speed fuel/air. Just go a tiny little tweak at a time if you mess with it.

As for the arch in your fuel line it should be fine if your fuel pump is working ok.

after closer in section I found that fuel pump isolater is broken. and they don't make these anymore. any idea on making a new one? could I make something out of silicone.

If you're considering that route you might try a golf cart junkyard. Do a search on them and get one on the phone. They'll have one for you.

I called a cnc milling company and I think I am going to have a few made out of some high temp delrin plastic.

I was going to suggest something along those lines I just don't know which types of plastics aren't going to be affected by petroleum. If it doesn't have to flex or seal, like it uses gaskets or "O" rings you might get it made from aluminum and avoid the guesswork. If you had one made from good aluminum billet it would last the life of the cart and more.

I learned tonight that the carburetor has fixed jets the only I just sent you can make is on the pilot screw and when you make it just met it should only be a maximum of 1&a half turns from being bottom outI think the fuel pump is my problem so I am exploring your options of a low pressure fuel pump the 2-4 psi.

does the fuel tank have to be vented or does itbuild pressure so it can pulse? Still not running

Yes the fuel tank should be vented. The cap to the fuel tank should vent it. If the tank is not vented it will not suck the fuel from the tank.
