Default 91 slow starting off

This is an all stock, and original cart. Except that it has new battery cables. The buggy starts slow, no jerk at all but it gets up to 14mph after a little time. I have tried 3 different motors, 2 stock and 1 Plum Quick. They all do the same except the PQ gets up to 16-17 mph.

SO what part would you guess is keeping from starting quickly. The POTS measures 64omhs just sitting and goes up to 5600 at full throttle.

the design of the "golf" cart
they just take time to get up to speed
dont want golfers to spin the tires on the course

I have several buggies and they all kinda jerk to start if you slam the peddle down. This one does not.
I did try another rearend but that do not help either. It is easy to push and the brakes are free.

I'm guessing this is a controller cart?, if so the only thing left for it to be is the batteries or the controller, how old are the batteries? what is the pack volts?, need to load test the batteries. need a good controller, and volts and amp's to it move quick

Yes this is a controller cart. The batteries are refurb batteries. They hold a good charge and I can drive it 3 miles around the hood.
I will try to load test them today, It is on the charger right now.

I would say you have a battery problem, 3 miles is short run time, you should be able to get 15 miles, do a load test and see what the pack drops to? then load test each battery, and see what they drop to, and report back, hook your DVM to the main + and - and drive the cart, up hill if you can, then hook the DVM to each battery and do the same

Did not get to it last night....someone unplugged the charger.
Charged it last night. this morning the readings are:
total = 36.9

6.39
6.37
6.11
5.88
5.77
6.37

I am charging the low ones individually now.
The odd thing is that while not in use and not on the charger, a few of the batteries are bubbling. To the point that I can hear the gas escaping through the caps. Take them off and they just bubble. This could be normal and I have never noticed before.
