Default 357 g22 timing

i checked for mark on the cam and on the harmonic balencer the cam has a dot on it that will line right up with the dot on the crank but the harmonic balncer doe not and i keep hitting somthing when i put the side cover on and roll it over by hand could someone pleae tell me how the timing is suppoed to be thanks so much

The crank has a mark on each gear and I lined the cam and crank up and the dot on the crank I lined up with the machining hole on the balncer shaft and I'm turning it over to adjust the valves and somrthimgs solid is coming together in the cases unless the side cover is off so its coming in contact with the oil sensor or somthing on that side cover because when the side cover is off it spins with ease

I'll time it with the hole in the cam just can't figure out why there would be a prickid mark out on the cam tooth
