Default third cable on carb, bad fumes smell

OK--mastered one of the problems--(let's Hope) got her running after taking the carb for a bath. I actually can not use the choke now. BUT when tearing apart the carb there is a third cable that sits next to the throttle cable --the other is the choke .This is a 2 cycle on a 1988 EZGO. What does that cable do?? It seems to run ok without it.
Also when decelerating the engine pops and sometimes jerks while running wide open and there is bad fumes smell. Am I running to rich and if so what needle do I adjust.
One more---- my running gear is really noisy --It's hard to describe but it increases with speed. some are rattles and some are like metallic noises

The 3rd cable is for the governor. You don't need it.

The popping, and jerking may be due to a missing spring on the throttle cable. Look at my pictures.

The metallic sound, well that's just bad. You don't want to be hearing that.

How about the fumes will that spring help that also.
My spring is located behind the bracket that the throttle cable goes thru-- and there is no nut on the cable threads on the carb side of the bracket--- so the cable floats but still lets the throttle plate open. Where do I get that spring and how long is it???

I don't know about the fumes. Could be the vent line, or could be a leak.

Use the spring from an ink pen. You want enough tension on it so the solenoid clicks before the butterfly opens, but you also want to make sure that the butterfly opens full travel.

You really should have that nut to lock the cable sleeve in position.
