Default 1982 EZGO Governor expanation?

Trying to get my (new to me) 82 EZGO running and hopefully will finish the conversion to HEI later today. While I am doing this I have made a few discoveries that have totally confused me including the governor setup. I see that the cable is broken where it attaches to a lever and that part is self explanatory. What I can't understand is what exactly this lever is supposed to connect with to change or govern engine speed. I have a manual thanks to Cart Around but it does not tell me much. Can anyone here give me an explanation? Second question is: Do I actually need it for the cart to function (properly)? Thanks, Walt~

The driven clutch moving in, and out pushes on the lever. That pulls the cable, and closes the throttle.

Get rid of the governor completely. You will go from 12 mph to at least 17 mph. Maybe a little more.

That lever is activated by the driven clutch, Most all of us here remove the governor. Your buggy will run a lot better without it

thank you guys. It's gone,,, got my HEI and new coil I installed and will wire in the morning and hopefully it will run!!
