If this has been a gradual onset, loosen the muffler and see what happens.
Is it "running" or just being wound up by the starter? |

It runs. You can put your foot on the pedal and it stays running and the clutches just spin.

I don't believe it's running. On a pedal start cart the starter / generator is powered 100% of the time the pedal is pressed. To be running it would speed up the engine revolutions according to how far you press the accelerator (rev up). I think the starter is turning the engine at one constant speed. The engine needs to actually run and rev up to higher rpms for the drive clutch to close in on the belt. These old Yamaha's are known to have some grounding issues. Probably going to need some one on one time with a volt / ohm meter to see where you have power AND ground when trying to run. I had one that was grounding out through the starter case - Starter / generator + terminal was shorted to the case, internally, and prevented the ignition from having a good enough ground to fire the spark plug.

It's not running. It sounds like it is because it's got a large, loud muffler on it but its just the s/g turning the engine over. No spark, gave him a few things to check so we'll wait to see what he comes up with after checking it out :)

And if the coil and pickup both test good, it really only leaves the ignitor. Here is the info for HEI.

Put tester on ignition coil to spark plug. Volt meter read 0.
