Vanguard 18hp vs 23 Hp

Just spoke to the guy who builds the engine kits for CPP. He was telling me that he thinks the 18 HP (vanguard) is better than the 23HP (Vanguard). He said he has an 18 HP in his G16 and has never been out performed by a 23 HP motor. He was saying something about the compression ration in a 23 HP being different than the 18HP.

Does anyone have any thoughts about this subject.

It all depends on how the engine was "built".

well.....yes and no. Stock vs stock you would still think 23HP was better. Supposedly all he had was a rev kit in it. Put a rev kit in a 23HP and still 23hp is better correct? Would a rev kit make that much difference for a 18hp to compete with stock 23 hp. The 23HP has more displacement, how can it not be as good as the 18hp if identical performance parts are installed?
