Does the seat bottom attach?

My seat bottom is just sort of held in place by gravity. It is clearly not the correct one either. Someone cut plywood to close to the correct size and covered it with vinyl. I would like to know is the seat supposed to be hinged? Or maybe just have some pins in the plywood that go into holes in the base it sits on or what. Just trying to make the cart nice, and would be nice to restore this portion back to factory original condition.

My brackets were gone when I got my cart. I was going to get some new ones but before I tried to find some I realized I don't need them and actually like it better without them. Seat stays in place and is easier to get it off and on the cart.

It does stay in place, but I have seen pics of the hinge, and it would be real easy to pull the seat off still, and when I put gas I. It I would not have to "store" the seat somewhere, I could just flip it up. Needing the seat out of the way I'd pretty rare, putting gas in is pretty common. Plus I just like things right.
