Sputtering, or surging?

I've noticed a surging while going slow down hill, because the cart is pushing the engine.

If I get back into the throttle, it's fine.

it almost seems like the engine goes on and off while holding the pedal in a constant position, is this what your referring to as surging? If so I'll assume it's not uncommon and Not correctable? The cart runs great everywhere else so I already assumed it wasn't carb or mechanical....was thinking along the lines of throttle cable stop nut position but I wasn't sure if that would just create the same problem with the pedal depressed a little farther

No, not the same. My engine runs good all of the time. I'm basically holding it just above idle while going down a hill, and the weight of the cart wants to go faster, so it pushes.

If your engine goes on, and off, that's not right. We need to figure out if it's losing spark, or fuel.

I considered doing the hei conversion a while back but opted not to because I figured I would leave well enough alone. Is this done as a fix for underpowered oem coil or just a cheaper replacement when the original fails?
