I actually have a plastic welder and I originally bought it from Amazon to fix a plastic fuel tank that you just could not get. It came with many different types of plastics and also had a adjustable heat output depending on the type of plastic. Very good intructions and to me it was worth the cost if I had only fixed that one tiny tank. It worked well but now I try to fix everything plastic lol, some work some dont but overall its nice to have around

Go to a marine parts/accessories shop...
they should have a universal fuel filler neck with a cap and flange for rivets or screws... with a gasket.
cut the old neck off...rivet or screw on new filler neck in the same spot.

Common use on hot rod builds and fabricated fuel cells...

Mine cracked around the neck and was fixed with JB Weld. No problems so far.
