you state the cart tries to start but wont, do a visual check via actually looking at parts or have a friend help and make sure that when you press pedal does:
1-starter spin (Yes-No)
2-starter belt spin with starter (Yes-No)
3-clutch on motor spin with belt (Yes-No)

Belt Tension Adjustment
Belt tension should be checked periodically. If the belt slips when starter/generator motor operates, adjust belt to correct tension.
1. Disconnect the battery cables as instructed.
2. Remove the access panel on a DS Golf Car or Villager 4 vehicle; lift the cargo bed on a Turf or Carryall vehicle.
3. Make sure the two pivot bolts (5) on the mounting bracket are finger tight. The carriage bolt (11) and hex nut (12) are to be finger tight also (Figure 12-13).
4. Push the starter/generator down so it is at the lowest point of its adjustment travel. With the starter/generator belt in place around the drive clutch pulley, install the starter/generator belt (3) around the pulley (10) on the end of the starter/generator.
5. Position a pry bar (13) between the top of the starter/generator mounting bracket (2) and the underside of the starter/generator by passing the pry bar under the exhaust header.
6. While holding the pry bar, measure the belt tension using a Krikit® gauge (1) (available at NAPA® Auto Parts stores), or equivalent. Proper tension for a new starter/generator belt should be 75 ft-lb (101.7 N·m) or 45 ft-lb (61 N·m) for an existing belt.
7. While maintaining the tension, tighten the adjustment nut (12) to 144 in-lb (16.3 N·m). Tighten the two pivot bolts (5) and hex nuts (7) to 23 ft-lb (31.2 N·m) (Figure 12-13). See following CAUTION.
CAUTION
• Remove pry bar before starting engine.

8. Connect battery cables, positive (+) cable first, and tighten hardware to 144 in-lb (16 N·m).

I got the belt at the Club Car dealer and double checked the number on it, so it is the right belt. I was playing with it his morning. I remember when I first started working in it, he accelerator support bracket was bent, so I straightened it out. This morning when I was testing it, I manually pull d the accelerator cable and it took right off, almost knocking me off the cart lol. So I’m wondering if the accelerator cable could have stretched over the years and the easy fix was to bend the support bracket? I’m gonna go buy a new cable and bracket today. Thoughts?

Awesome, sounds like you are getting close.

so now if you use pedal will it go and work ??

if so maybe need to adjust the linkages and rods for the cable. not sure on the 99 but there are a few adjustments on the 08. pedal adjustment under the cart from pedal to black box, then cable adjustment inside the black box.

Accelerator Rod on Accelerator Pedal...rod on the LEFT side off pedal connection


Accelerator Rod on Black Box...rod at very top left of black box, barely see it coming through frame rail
Also Accelerator Cable in Black Box...Adjustment nut top center of black box


someone will have to validate IF this is valid on the older 99 model you have, or you can look and see.

DO you have the manual ?? that thing is a MUST along with the Repair Maintenance Manual !!
