The engine revs well and probably top speed but I am testing it without the belt installed. I will also replace the old fuel filter.

Never run the engine, especially at full throttle, without the belt; you could block/damage the primary sheave!!!

Also, be sure the compression gauge isn’t faulty. The harbor freight and other cheap compression gauges are very inaccurate. A quick google search will show this along with what I’ve experienced , they’re notorious for reading low .
