how do you hook up lights to a eletric golf cart i have a 02 club car

Either run the + and - to two adjacent batteries that form 12 volts (check voltage before tying in the lights), add a 12 v stand alone battery for the accessories, or a voltage reducer. Don't ground the neg to the frame. Run both back to the battery.

Do you have a 48 Volt Car or a 36 Volt car? If it's 48 you're gonna need a voltage reducer because 2 batteries will give you 16 volts and you'll blow bulbs.

What kind of reducer do you have? is it a Club Car reducer? If so, it'll have 2 wires coming out of one side... and one wire coming out of the other... all wires are black... It will mount on the inside of the drivers side frame rail behind the batteries..... Hook the single wire (Ring Terminal) to the B- post of the controller, and hook your double blade wires to a ground block made of female spade connectors..... You may now hook all of the ground wires to your 12 Volt accessories to the ground block. You will have somewhere around 12-13.5 Volts as long as you put the positive accessory wire in the correct spot. The correct spot is the Positive terminal on the forward-most battery on the drivers side..... Check voltage with multimeter at these two points if you are unsure.
