Default Choppy Throttle problem

Hi guys,haven't been here in awhile.Problem 2000 regen 48 volt,light throttle conditions cart wants to jerk or take off.Very hard to run low speeds.Love how fast it is full throttle.All is new pot box,controller,batts,motor,and OBC.Just did o-5k resistance test on the the pot box,have the first 2 steps,910 oms,1660 oms after that meter goes nuts but not infinity.Last 4 steps are all the same.It has electrical smell and I'm thinking smoked resistors and wondering why?? any input appreciated Dave?
