Default Voltage issue at charger receptical

Any help would be greatly appreciated. I have a 2003 club car ds 48v. The pack has a decent reading, but it Has lost one third of its power at the charging receptical and will not initiate the charger when it is plugged in?

Thanks in advance.

. . . what is a "decent" reading . . . must have at least 38v or so for charger to start up . . . I am assuming that nothing has changed in the battery area and all wires are clean/tight . . .

The pack was reading around 45, but when I check the voltage at the receptacle it was only reading 30. I tried to reset the obc, but never heard a buzz. However, after the reset the reading at the receptacle was at 45. When I plug in the charger, I got nothing. So, I unplugged it and checked again. As soon as the charger was plugged in, it drops back to the 30 range. I have tried to bypass in the charger, and that just tripped the reset repeatedly.
