still did not charge. so it has to be the charger. what now?

You probably twisted the fuse and broke the element when you tightened it up. Inspect it closely and check it with an ohm meter.

A 48v 1997 CC Had a big glass fuse on top of the charge receptacle under the seat

I actually have a 1998 if that makes a difference. The fuse on mine is plastic
