Default Need Help on speed controller for 2007 Electric President

Ok here's the situation:

Son was driving cart and it started raining. He pulled into the cart shed to wait out the rain. While there decided to fill the batteries using a hose! Well I'm sure water splashed every where. Turned cart back on dead with smoke. Towed it in, In tow thank goodness. Plugged it up and I pulled up. I smelled smoke and pulled the electrical components cover off and found the charge resistor smoking and melting. Ordered the replacement part number 102522701 Asm, Pre-charge Resistor.

Installed it plugged it up and immediately heated up and started smoking.

I assume the Controller is shot! Not sure how to check this but the research on this site suggest that. Can I check somehow to make sure?

I can purchase a rebuilt controller and is it just a plug in and play or is there other things that need to be checked and done before plugged up? Oh I've got a speed code installed on this cart so I assume the new controller will have to have the speed code reinstalled?

Is there anything else that may be causing this?
Where is the best place to get reliable rebuilt parts?
Last but not least am I just way off on my thinking and should look at another route like taking it in to be repaired?
