After tracing the lines back and forth with my volt meter, the problem rooted from that double jumper which ran from the reverse line on the pds adapter side of the harness.
I was getting continuity between all three ends, which was feeding the reverse line (orange pin4) power even though the selector was in forward.

i removed the jump from the reverse and was able to eventually trace back the source of the power, i believe to be coming from the key switch (if you match up the wiring diagrams of the alltrax and ezgo)

i probably like many others spend alot of time just browsing through posts, since alot of common problems are covered on this board so hopefully this will help someone in the future that comes across a similar problem.
