It takes more than voltage to move a cart. Measure the battery pack voltage while you are trying to move and see how low the voltage drops to when loaded. Old or sulphated batteries can suffer from reduced capacity to deliver amps under load, so voltage would drop.

Solenoid clicking, so it is a high current issue rather than a control issue.

As Bob eluded to, could be a battery or amp delivery system issue. Measure what the pack voltage drops to when cart runs a few feet and stops.

If the battery pack doesn't drop more than a few volts (stays above 31V), measure what the voltage drops to between the controller's B- and B+ terminals.

------------
What controller is installed, Stock or an aftermarket?

Measure between the A1 and A2 cables on the motor with an Ohmmeter. Ought to be 1Ω or less.
