Default Stealth Apache 64 volt

Need some help troubleshooting my Stealth. I cannot get unit to work. I have tested everything but electric gas pedal and cannot figure out how to troubleshoot that part. On pin 1 to battery ground on my controller I have no voltage. I traced wiring back to throttle and wiring appears good. The controller is new and solenoids are working. I am thinking electric throttle is bad and would like to know how to test before just buying one. Thanks Bill
