Default 98 cc ds 48v charging issue

Any advice would be extremely helpful I'm curious at what voltage will the charger not recognize and not charge? Charger is not cutting on and I'm at around 40 volts or so. Tried bypassing obc to rule out and still didn't cut on. Does this mean charger issue? Or still possible battery issue?

On a 48V cart, I believe its a minimum of 30V (but I remember hearing 36V as well) 40V should be enough to kick on charger.

I do not ~believe 40v is enough to close in the relay (but I can't remember.) If you have power at the cord and not coming out the relay, then jumper the power around the relay and then plug it back in see if it cuts on. Be sure to check the power from the breaker inside the charger, too.

Bypass the relay in the charger and test - it also/sorta sounds like a bad relay - or one with weak/corroded connections.

28 volts the charger will kick on.
If the cart runs, the charger will certainly turn on

Awesome thanks for all the help guys!!! I followed the charger troubleshoot and relay is bad ordered it should be here today and I will update
