47.7 volts from that funny-pack is not going to do all too well with the 48v charger. When the 48v charger is finishing a true 48v pack it'll be pushing around 58v in. Once fully charged, a 48v pack will be pushing almost 51v. So you can charge it but you should be careful to not let it smoke the batteries too much.

Looks like a fun cart though and it already has a voltage converter on there to run the accessories.

That is a Curtis and I'm pretty sure it's a factory controller. However, hopefully a Club Car expert (and I use that term loosely ) will chime in on that one.

As for the frame, from you pic's it appears to be solid. I think the CC's have aluminum frames. (Either the CC's or Yamaha....do a forum search and you will find out) My EZ-GO had a frame crack on the passenger side right behind the wheel. Frame cracks are no big deal. I had my nephew weld it back together. Aluminum is good to weld if you have a crack.

15.... I think I made out great ..... the batteries are garbage... but the body , frame , brakes , controller , motor and extras seem to be working great ! So if I have $800 In batts and another 1000 in lift tires and upgrades I'll have a complete car for 3-4 k . Seems reasonable
