Carts don't drive great when they are missing 25 % of the required voltage...

Sounds very suspect of an incorrect connection somewhere...

Since you're dealing with a 4/12 set up it's even easier easy to look under the seat and take your measurement...

OK, so when I got home I went straight to the cart and looked at the leads. Turns out, I'm an idiot. The terminal that looked like the obvious one at the end of the series was actually incorrect. I took a reading on the correct terminals, 52v. Thanks for the help everybody. Next time I will spend a bit more time looking at things before I panic.
