The 3-wire throttles do not work on resistance, but You can use the resistance to perform some preliminary tests.

The correct way to test for resistance is directly at the wires connected to Controller Terminals #2 and #3, that takes in consideration all of the wires and micro-switches in the path.

Disconnected the wires form terminals #2 and #3 of the Controller.

Set your Multi-Meter to 20kΩ resistance scale.

Set the FNR in Forward and measure the resistance on those 2 wires from pedal UP to Pedal down.

It should start at a low value and go UP, post the actual readings starting from when you hear the pedal micro-switch "Click".

Now switch the FNR to Reverse and perform the same test, both the low and upper values will be higher than Forward if the reverse-speed resistor is installed at the FNR. Post the actual values from when you hear the micro-switch "click" until pedal DOWN.

To actually test if the Controller is providing/getting the correct throttle signal, You need to measure the voltage at Controller Terminal #3 (Yellow wire).

Set your Multi-Meter to 20v DC.

Pull the quick connect on Terminal #3 just enough to be able to probe the terminal, but do not disconnect the connector.

Measure the voltage from when you hear the pedal micro-switch "click" all the way to pedal DOWN, it should close to 0.2v->4.9v, post the actual readings.
