This is probably due to a lack of lubrication in the brake mechanism. Take the drums off, take the shoes off, lubricate the sliding mechanism near the bottom of the brake assembly and work it back and forth until it moves freely in it's full range of motion. Lubricate the brake adjusters as well and run them all the way back in before you re-install the shoes. Re-install the shoes, drums, and tires. Pump the brake pedal as many times as it takes to make the adjusters stop clicking. Go drive your cart and see if your problem still exists. If it does, you may have a partially seized brake cable.

Under floor on mine the drivers side is tight but passenger side has play. This causes the bracket that holds the front of both cables to be cock eyed. Is this normal? Also if facing up hill parking brake doesn't hold good but facing down hill it holds fine.
