Default Yamaha g1 clutch, carb, ?

I have a 80's model g1. Bought it as a project. After replacing ignition switch, wires. Brakes, tires..Motor turns on fine. Forward and reverse work. Problem is rear wheels won't turn. I have no idea if it's a vaccuum line or what needs to be done to carb to sync everything. Looks like something minor, just don't know as I have been unable to find any diagrams or pics of this engine. Don't know if clutch is bad. Or it's something else. Wheels seem like they want to start spinning but don't. Anybody have any ideas or pics of this area, I would really appreciate it. Thanks

Is the rear clutch spinning too? The one mounted on the rear axle.

It moves very little as if it's not catching, but the belt seems a little loose, not sure if that's a problem.

Can you rotate the rear clutch by hand, you should be able to, and cause the cart to move.

There is no "not catching" in a G1 axle. It doesnt shift from forward to reverse, its "direct drive" to the axles.

I can turn it by hand and it will move like that. But when the front clutch spins it seems like the belt is too loose or isn't able to move the rear clutch. It's too loose.

Its not supposed to be "rubber band" tight like a fan belt. Does your belt have a part number on it (the made-up number in my head is "j17-g6241", think its right, i can come up with too many yamaha part numbers in my head, i made-up a G2 gas keyswitch number in my head today, it was right). If you jack it up, can the engine turn the wheels with no load?

I actually had a replacement belt I ordered online. It was a little bigger than the actual one on there. New belt has 10989, old belt has no visible numbers. Tires won't spin, only manually.

Is the engine actually revving up? Not just cranking on the starter..

Engine turns on because of switch on pedal. Throttle cable was missing so I ordered one, didn't have diagram to install yet. But I did move some things manually on carb to see if rear clutch would engage. But nothing. I was looking for a throttle cable diagram to connect it as it should be. I'm just going down the list.
