Default throttle problems

When I mash on gas pedal, the cable moves and tries to move the governor linkage but it doesn't move. So the throttle on carb doesn't move.
I seems the governor is stuck for some reason. btw this is an 1996 ezgo gas
Any ideas or tips appreciated

With the cart stationary, can you move the governor arm by hand?

That's not good. If you disconnect everything from it, can you move it by hand?

doubt it, but I will try tomorrow---I know there is a keyed shaft where spring fits on, was wondering if key slipped or stripped. Only other thing I can think of.

Weather been too bad to work on, but if I cant move should I just bypass the governor?

Ok, I'll give it a shot--have to work outside so will be waiting til snow and ice melts.
Right now it not moving is not allowing my carb throttle to move so nothing moves. It's pretty tight in there, you think is should remove the box on the
back for better access?

I would take the transaxle out and see what's wrong. It should have the ME29 transaxle. It comes apart pretty easily.
