ez go 6 to1 gear

My cart went 25 mph till I needed to rebuild the 95 motor, Now it spits and sputters at 21 mph and that is at half throttle. There is no more governor adjustment left. will changing the gears to 6 to 1 get me 30 mph

where I live The speed limit is 30 mph I only wish to go that when car is behind me

Don't bother changing gears till you get your engine issue fixed. it should not be sputtering, you need to find out what is wrong, and address it. Just taking a stab in the dark, I would start looking at fuel first.
