Twin cylinder robin not 2/3PG FYI. Carb is stuck wide open. either bad cable, bound up cable (some get hung under the engine) or end broke off where it connects to gas pedal.

Common issue is where the linkage connects to the governor at the rear end. there's a bit on the back of the engine with two ball joint connectors, one connects from carb to that, the other end goes to the governor on the rear end. what happens is this piece gets rusted up and sticks. a bit of oil and possibly loosening the nut will free it.
