Default Voltage regulator

On my 1999 EZGO the battery starts boiling immediately after starting...does this sound like a voltage regulator problem? It is charging at 18-19 VDC. If bad are they repairable, adjustable or do you have to replace? Are they built into the generator/starter or separate?
