reed valve " black box" question 83 G1

I understand what the purpose of the reed valve is and how to check if they are bad. What Im curious about is the black box? It has two hoses/connection points. One into the rubber boot the other into the engine. What does this box actually do? I noticed a valve(?) inside the hose leading to the bottom of the engine. I'm calling it a valve but I have no clue what it actually is. It sits inside the hose and has 4 pin size holes. What is this??? and what is its purpose??? I can find info on the actual reed valves but nothing on the black box. I am guessing if the " thingy", with the 4 holes inside the hose was to get clogged it would cause some kind of performance issue.... but what??? can anyone explain more about the purpose of the reed box, how it functions, and any performance issues that may be related to the box itself??? Thank you!

its often referred to as the boost bottle. it can be deleted if you want.
i think on a large bigger more HP engine it may matter but not on an 8hp engine
