Have all that, Did all that when I rebuilt the Potentiometer. I will work on the model but I would believe it is original. I was hoping I missed something. BTW if I can be of any help on Cushman truckster stuff. I use to teach classes in pre 1995 stuff as well as sold them and fixed them.
Thank you for all your help.

Have you tested the output of the controller to the motor?

The important part to make sure is that the resistance between the Terminals changes from 0L (Pedal UP) to 0Ω before the micro-switch closes and stays until the pad moves to the 910Ω resistor.

If that is OK and You have a 0-5kΩ Controller, then it looks like the Controller is bad.

Also, if it is a bad controller, Has anyone used the rebuilders? Any good? They appear a lot cheaper.

I do not like repaired controllers as you are still getting an old controller. That is a '95 vintage meaning it is 23+ years old and the repair is only on the failed component(s). Everything else is still old.... If it is just to get it out the door, do it. If it is for you, family or friends, do not waste your money and you only need to put a little more with it or most times it is cheaper to buy a state of the art unit like this https://www.revolutiongolfcars.com/p...roller-300-amp as it will work with your throttle, give you more amps and torque, while also giving you user tunability and troubleshooting capabilities via the Alltrax Tool Kit.

Well, I finally gave up and bought a premcor to mcor kit. Of course it is for a later model after I was assured it would work. Using parts from a donor cart to fit the new parts, I got it installed. Now it goes fast and slows down as you push the pedal. Yes, the mcor4 is backwards. 5000-0 ohms instead of 0-5000. I hope the is a part number for the correct mcor. Anybody?
