Default G2 accelerator cable adjustment

Greetings!
The accelerator cable broke on a G2 so I bought a replacement on Amazon that was listed as replacement for a G2. Turns out it’s for a G14 (maybe G16. Can’t remember). The G2 cable is supposed to be either 60.5” or 63⅝” (I’ve seen both). The cable I got is 67.5”
So, I put the new cable on anyway figuring I should be able to adjust it.
Nope.
At the limit of the adjustment (max threads showing at both ends) it engages the clutch at the same time that the engine starts, making for very jerky and rough slow speed driving.
So I splice the old cable and reinstall it (lost less than an inch in the splice). Now I still can’t adjust it so that the engine stars before clutch engages. Aaarrrggghhh!
Here’s where I’m at:
Original cable is in (-1” for the splice)
At the pedal it’s adjusted to max threads (ie. adj nuts are at the cable sheathe)
At the governor it’s adjusted to max threads same as at the pedal.
Governor to carb is also adjusted to max threads.

Seems that any adjustment made to the nuts (ie. bringing them away from the cable sheathes) at any of the 3 adjustment points results in the carb opening more. As far as I can tell I need more slack in this but can’t figure out how to get it.
Any help in sorting this out would be greatly appreciated.

From what I can see, the governor is not returning to the “0” position which keeps the throttle on the carb from closing completely. I can close the governor by had which releases the tension on the throttle. It stays until I press the pedal. Then it doesn’t go back to “0” again.
I’ll try to get a video showing this if I can.
Any educated guesses..?

Any insights just based on my description?
