Hi! Again Friend is looking at a 2009 CC President 8V 48V on craigslist I noticed the black pcs is broken in front of the rear wheel not familiar with this new stuff. Is this part of the all around wrap of plastic or is it just for looks. Is it a one piece expensive to replace? Thanks again Joe100
