I would even go far enough to say that the other guy may not be intentionally blowing smoke. Maybe he's seen a similar setup on a different type of vehicle with a set screw and assumed Club Car was the same way. What he told you is untrue, but whether he did it on purpose or not has yet to be determined. Irrelevant really, but I can assure you it's a solid shaft.
