Default 83 Club Car DS 36v

I step on the accelerator pedal and I need to go about half
way before solenoid engages.When it does engage it surges
forward,it runs fine at full throttle.I don't have good slow speed
control.

Do you have the five solenoids with resistors setup? If so you have one or more solenoids that are bad...check the wiring to all solenoids to be sure you don't have a loose connection or a badly corroded wire.
