What is that little resistor between the first and second lug? It appears to have been hot. It reads .3ohms. All the rest of them check normal accord to the 3 wire set up you posted.

What is the total number of resistors do you have in this multi-step. I believe that what you're calling the first lug should be un-used.

There are 6 all together. It starts with that little one, the the regular ones start on the third lug. They all seem to check out. The first big one was 940 ohm then 720,940, 1000,1000, but that first little one was .3 ohm. I don't know what it is or if it should even be there?

You are supposed to have a wire (0Ω) between posts #2 and #3. (Post #1 is the wiper arm/Yellow wire)

Its purpose is to make sure the throttle has a signal in case the micro-switch closes before the wiper arm is touching post #3.

Can You measure the resistance again from the Yellow wire (wiper arm) to the Green/White wire (top of the scale) as You press the pedal down slowly?

Please note the reading at the time You hear the micro-switch click.
(it should start as Open Line or 0L before You press the pedal)
The best way to test that system is before You took the whole thing apart.

This is the correct procedure:
Rear wheel OFF the ground.
Meter set to DC volts (20v scale if not auto-scale).
Key Switch ON.
FNR in Forward.
Meter negative probe on Controller B-
Pull the Yellow wire Quick-Connect just far enough on Controller Terminal #3 to place the meter positive probe there, but do not disconnect the terminal.
Measure the Voltage from Pedal UP to Pedal Down.
It should start at 0v on Pedal Up and go to approximately 5v on Pedal Down.

Keep the Pedal down just long enough to get a reading, don't let the motor over-rev.

Sergio, part of what concerns me is he doesn't seem to have enough resistors.

By the info I have he should have 910, 750, 910, 1000, 1000, 1000 PLUS the small resistor between posts #2 + #3.

mgray70,could you get a photo of the whole chain of resistors before you do the VOLTAGE test Sergio suggested?

I hope it was a typo (I have the same info You do) and he left out the last 1kΩ resistor, but a picture will definitely confirm it.

I'm about to head back to the shop in just a minute and I'll double check and send you a better picture of the whole thing. Thanks again guys!

Sergio, I did the test that you said at the first of this post. I have 5.9k before I press the pedal from the very bottom lug (wiper, yellow wire) to the top lug. Once the switch clicks it drops to 4.9k then gradually drops to 0 as as press the pedal. Here is a better picture of the whole thing. I did leave off one of the 1k resistors, sorry about that. I'll do the voltage test next, I have to reinstall a battery first.

Testing the voltage on the yellow throttle wire at the control, it starts out at 0v then proceeds to a maximum of 2.5v at full throttle. Is that little resistor/jumper the problem? Sergio stated that it should be no resistance or OL, and it reads .3 ohms. Can I simply jump it?

The problem is the reverse micro-switch (#3) is either broken (slow both ways) or wired incorrectly (full speed reverse).

Look at the diagram below, if the FNR micro-switch #3 is wired correctly, just disconnect the wires and jump the White and the Green together.

That will give You full speed in both directions.

You can test the voltage again after You jump the wires to verify You are now getting full throttle.
