As Scottyb said getting to good metal may be a challenge, especially on that lower leg. Cut out the bad, grind the edges to shiny metal and splice in the new. A MIG welder will make it easier, stick will be a little touchy. When done prime and paint.

When you do grind it back[the paint] make sure the shiny metal [no pitting or discoloration of any kind here] when you cut just below that make sure the inside is good as well. the inside may not have had any rust protection like the side facing outwards causing it to rust faster. I would liken it to the door of a 70 model Chevy truck, they may have some rust on the outside but if you cut off the skin, there is no primer or corrosion protection at and it is VERY rusty on the inside. A person think that they may have a nice door and in a year or so the rust is pushing the new paint off from the inside. sorry about getting wordy in my posts but sometimes it takes a little explaining. Pretty sure he got it fixed or trashed the frame by now since this thread is 4 years old. Still, good advise for people with same situation.
