Default Another "won't turn over" topic

I have the 295cc EZGO engine i just replaced piston rings head gasket carb gaskets and exhaust gaskets. I thought the engine needed to be bored until I looked at the cylinders they looked like new so just went with new Rings because the others were worn and expanded. Reassembled the engine and still won't turn over. Both plugs sparking as good as can be when I shoot a little starter fluid in the carb it halfway hits but then goes back to just turning without running. Need help. I'm on the way to get a compression gauge before I tore it apart I had 60 lb. in one cylinder and 30 in the other. I believe I need at least 90? That's what I was told by a guy at a local shop

Pull the fuel line from the carb and make sure you have fuel coming out when you crank it.
The pump can loose prime and or garbage in the tank can plug up the filter ect. Or the fuel pump could have lost a diaphragm.
Did it sit for more then 4 months while it was rebuild? If so the carb may be gummed up.
Pull the bowl and clean it.

Double check your valve settings and cam timing?

It's a pain to get down in there so figured I'd ask before taking it all apart again
